City staff reports: Danco housing closing, library expansion steps and landing property status

City staff reported progress on several local projects: the Danco Mountain Townhomes affordable-housing development, the library expansion, and negotiations over the Landing property.
City Manager Todd reported that Danco (developer) is attempting to close on the Mountain Townhomes property on June 6. Todd said several items must come together before closing and that the city will keep an interest list of residents who want units; the developer will provide application information once construction starts. Todd said the project hopes to break ground this summer and estimated construction would take roughly two years, depending on seasonal constraints.
Staff (Jeff) said the project has many moving parts, that a full building-permit set was expected soon, and that the recently vacated Field Street parcel is now part of the project. The city plans to seek a quitclaim deed transferring Field Street to the developer under a common ownership arrangement so the developer can tighten its financing package.
On the library expansion, staff reported a structural engineer will visit the library on Friday, May 9 (the meeting record gives the date as "the ninth") to take samples. Nolan Tam, the project's architect, will meet with the library expansion committee, library staff and users to review final design details and tweak the package as needed.
Regarding the Landing property, staff said an earlier agreement with prospective developers was affected by the Surplus Land Act, making the prior informal one-year development agreement null and void. Staff said the city is keeping interested parties in the loop while seeking a path forward that complies with the Surplus Land Act and that follow-up discussions with development prospects continue.
Council asked staff to continue monthly updates as the Danco project, library expansion and Landing negotiations progress. Staff said council will see further permit, finance and deed items in upcoming meetings.
