($101,029.00) and Cottonwood Title Insurance Agency ($53,799.00). A motion to approve the consent agenda carried on a roll call.
The council then considered bids for the 3300 South improvement project. Staff recommended awarding the contract to Staker Parsons (listed in staff materials as the low bidder) for $2,157,000. The council approved the resolution awarding the bid to Staker Parsons.
On a separate agenda item, the council approved a memorandum of understanding with Green Farms Community LLC that will allow a developer’s existing $30,000 contribution—originally specified for a pavilion on Open Space Number 5—to be used instead to construct an 8.5-foot hard-surface trail loop around Filter Pond. Council and staff described the change as a reallocation of the developer obligation to a feature that would be easier to leverage for future grant funding for amenities such as a pavilion or playground. Staff said the city would work with the developer and contractor to include the trail paving in upcoming paving work so the city would receive pricing consistent with the earlier locked-in unit price.

Staff said the MOU will be finalized with the developer and the contractor notified to include trail work in the paving scope. No new city budget appropriation was requested at the time; staff indicated the majority of the $30,000 would likely cover the trail cost and that the city is pursuing a Utah Outdoor Recreation grant for additional shoreline work, irrigation and vegetation.
