Senate unanimously confirms Roseman B. Santos Ward to Commonwealth Utilities Corporation board

The Senate on April 25, 2025, adopted standing committee report 24-03 and confirmed Roseman B. Santos Ward to serve on the Commonwealth Utilities Corporation board of directors representing the Third Senatorial District and women.

The committee on executive appointments and government investigations, chaired by Senator Francisco Cruz, presented a report recommending confirmation after reviewing written and oral testimony. The report said three written testimonies were submitted in support and none in opposition, and noted several recommendations, issues and concerns for the appointee to address if confirmed. The committee cited submission materials it found in conformance with the interim rules and referenced 4 CMC subsection 81 31 in its report.

Jean Paul Vinoventi Regis, acting special assistant for the administration under the Office of the Governor, appeared during public comment and, speaking on behalf of Governor Arnold I. Palacios and Lieutenant Governor David M. Mappetang, urged the Senate’s favorable consideration of the nominee.

After the committee presentation the Senate proceeded to a roll call. The clerk recorded eight affirmative votes and the standing committee report and confirmation were adopted. Members recorded on the roll as voting in favor included Senator Calvo, Senator Castro, Senator Cruz, Senator King Neighbors, Senator Mangonia and the presiding officer; the clerk noted eight members voting yes.

The committee said the public hearing for the nomination was conducted March 11, 2025, in the Senate chamber. The committee report, as presented on the floor, recommended confirmation based on the appointee’s credentials, experience and the testimonies received. The report also listed recommendations and concerns the appointee should address in her role on the utility board.

No roll-call opposition or abstentions were recorded on the floor for the confirmation vote.
