Garden Grove council hears Civic Center revitalization update; park design to seat 2,500 and include event stage, three playgrounds

Garden Grove staff and the project team gave the City Council an update on the Civic Center revitalization project, reporting that phase 1 construction has “topped out” and presenting conceptual designs for the new civic park that will follow demolition of the existing police station.
Project executive Craig Beck and Edgemoor design lead Christina described recent construction progress and park programming. Keith (construction lead) told the council that underground utilities and much of the below‑grade work are complete and that masonry and interior framing work are now underway. "From groundbreaking to where we are now, topping out the height of the building was achieved in less than 18 months," Beck said.
Christina walked the council through the park concept for Phase 2. The park will sit south of the new building and center on a large event lawn anchored by a stage. Staff gave capacity and programming estimates: seated events up to about 2,500 people, standing events about 2,000, and movie nights for about 500; pathways around the lawn include space for roughly 14 food trucks. The park concept also includes three distinct playground areas (a sensory play area oriented to music, a 2–5-year play area and a 5–12-year play area), an entry plaza with signature signage, picnic areas, park restrooms, fitness equipment and a Memorial Grove with relocated public art and potential cherry trees and a small water feature.
Councilmembers asked about public photo opportunities and tours. Staff said council tours for members are being planned for May or June when structural glass will be in place and interior metal stud framing will be visible; staff noted liability waivers will be required so public tours are not scheduled immediately. Councilmembers praised the progress and commended the project team and contractors.
No formal action was required on the update; staff said phase 2 (park construction) will begin after police relocate to the new facility and the current police building is demolished.
Project team materials and renderings shown to the council depict the siteplan relationship among the public safety facility, library and the civic park and provide preliminary images of playground concepts and the entry/signage options.
