Councilmember Marqueece Raman reported Tuesday that changes to Los Angeles’ time-limited rental subsidy program have substantially increased how fully the city uses the funds.
Raman told the council that time-limited subsidies — two-year rental subsidies paired with case management — were previously underutilized. “Two years ago, when we looked at the utilization of time limited subsidy funds, our office found that 45 to 60% of the funds only had been utilized,” he said, and that the underuse meant leftover funds could have housed thousands more people.
Raman said policy changes, including allocating subsidy slots only after a household had secured a unit, improved performance: “Thanks to those changes… this year we are on track for 88 to 93% utilization of those funds,” he said. He framed the improvements as the result of better data, monitoring and program design, and urged the council to focus on implementation rather than broad criticism of the homeless services system.
Raman characterized the changes as operational and called for continued monitoring and accountability to increase housing placements and make better use of limited homelessness funds. There was no formal council vote tied to his remarks; they were delivered as council commentary during the meeting.
