Council approves multiple contracts: South Beach undergrounding, dog park design addendum, rec center HVAC and airport T‑hangar construction

South Beach undergrounding, Phase 3: The council awarded construction to Coos Excavation Inc. The low bid was discussed in staff comments and a seven‑day protest period closed with no protests; the motion authorized the city manager to execute the contract subject to final city attorney review. The motion carried.
Agate Beach neighborhood and dog park design: The council approved Addendum No. 1 to Task Order No. 13 with HHPR, increasing the design contract by $14,600 (bringing the design contract above $100,000) to incorporate revised parking requirements tied to grant and urban renewal funding constraints. Staff said the additional design work will be funded by park system development charges and Northside Urban Renewal funds.
Recreation Center HVAC control update: Council authorized award of a goods and services contract to Macdonald‑Miller Facility Solutions to update the recreation center HVAC controls in the amount of $143,328. Staff noted the existing system dates to 1999 and that an upgraded system should improve efficiency.
Airport T‑hangar construction (FAA BIL AIP 34): The council authorized an award to JB Steel Commercial and Industrial for T‑hangar construction with a not‑to‑exceed contract amount of $1,306,034.10. Staff presented a funding breakout that included approximately $768,000 in federal funds, $64,000 in state funds and about $473,000 from airport funds held by the city; staff said these funds are not drawn from the city general fund.
Each of the above motions carried on council votes recorded in the meeting; staff noted protest periods, funding sources and the need for city attorney final review where appropriate.
