The Helena City Commission voted 5-0 to adopt a resolution of intention to establish a $40 insufficient funds (NSF) fee for city division operations and set a public hearing on the proposal for May 5, 2025.
Director Danielson told the commission the proposal, first presented March 17, would create a consistent NSF fee across city divisions to recoup banking costs. The resolution allows the city manager to consider appeals and waive the fee in appropriate cases.
Commissioners asked how the appeal would be communicated; Danielson said the city typically contacts customers by phone and mail and staff can include appeal instructions in mailings. No public comments were recorded on the item. The motion to adopt the resolution of intention and set a hearing passed unanimously; the clerk recorded aye votes from Commissioners Shurtleff, Dean, Reid, Logan and Mayor Wilmer Collins.
The item will return to the commission on May 5 for the public hearing and final action.
