Helena awards $963,505 chip-and-seal contract to Helena Sand and Gravel

The Helena City Commission voted unanimously to award the annual chip-and-seal contract for project TSD25-382025 (schedules A through F) to Helena Sand and Gravel for $963,505.20 and authorized the city manager to enter into an agreement.
Deputy Director Cooley described the chip-and-seal work as a surface treatment in which a 3/8-inch gravel chip is applied and sealed with oil to extend the life of asphalt and reduce the need for mill-and-overlay repairs. Cooley said this year's bid pricing was close to last year's, with material and labor increases equivalent to about $0.20 per square yard on average. He also said the city has had larger chip-seal years recently and expects a shift back to more overlays in roughly two years.
Cooley confirmed the city received only one bid in response to the solicitation; that bid was from Helena Sand and Gravel in the amount approved by the commission. Commissioners asked how locations are chosen; Cooley said the city uses a rotating schedule in the capital improvement plan and typically follows an overlay with a chip seal the following year.
The commission's motion to award the contract and authorize the city manager to execute the agreement passed 5-0 with Mayor Wilmer Collins and Commissioners Shurtleff, Dean, Reid and Logan voting aye.
