Albemarle Regional Library asks Gates County for modest budget increase to cover rising benefits and utilities

Hugh Davis, director of the Albemarle Regional Library (ARL), and branch staff asked Gates County commissioners for modest additional support to help the Gates branch cover increases in retirement and group insurance costs and to address higher‑than‑expected utility bills.

Davis and branch staff described library services in Gates: a busy children’s program, a popular Lego day, a playgroup for ages 0–5 run in partnership with a regional alliance, study rooms and public computers with Wi‑Fi. The branch is on a courier rotation and receives cataloging, major software and ebook resources from the regional system.

Budget details and drivers: ARL officials said wages and salaries were effectively flat from the county allocation perspective but noted that retirement matching and group insurance are rising. They said the statewide health benefit trust the system had used is changing, and ARL included a conservative 15% estimate for group insurance while the region seeks a new provider. ARL also requested an additional $3,000 for electric utilities at the Gates branch, saying the branch is using a disproportionate share of the regional library utility budget and had already used 93% of its current annual utility allocation.

Capital and services: ARL described recent computer upgrades that were completed in January 2024 for Gates County branch hardware, and staff noted ARL provides most major software, ebooks and back‑office cataloging and delivery. The regional director asked the county to consider capital or facility needs where applicable; ARL also said regional staff are available to work with county officials to inventory and prioritize improvements.

No formal vote was taken. Commissioners asked staff to review library budget requests in the context of county capital and operating priorities and to follow up on potential grants or partnership funding for capital improvements.
