At its May 1 meeting the San Francisco Homelessness and Supportive Housing Commission took several routine and contract actions.
The commission approved the March 6, 2025 meeting minutes. The consent calendar (item 10) containing routine contract renewals and amendments was approved by roll call vote.
The commission then approved three contract/grant actions brought by HSH staff:
- Union Hotel elevator modernization (Tenderloin Housing Clinic). The commission approved a grant agreement with Tenderloin Housing Clinic for $297,063 to modernize the elevator at the Union Hotel. HSH said the city portion is funded by certificates of participation bonds issued through the Office of Public Finance; the building owner contributes 50% of project costs by cash upfront. The grant period is 06/01/2025–06/30/2026.
- Support services at 730 Stanyan (Tenderloin Neighborhood Development Corporation). The commission approved a new grant of $395,976 annually to fund on‑site supportive services for 32 permanent supportive housing units within a 160‑unit mixed‑use building at 730 Stanyan. HSH said 12 of the PSH units are for families and 20 are for transitional‑age youth; 19 PSH units were financed with No Place Like Home capital funds that require behavioral‑health eligibility.
- Transitional‑age‑youth housing ladder (Unity Care Group). The commission approved a new agreement with Unity Care Group to administer a Scattered Site Housing Ladder program for transitional‑age youth (ages 18–29). The contract budget is approximately $1.3 million in new funding with a 20% contingency (total not‑to‑exceed about $1.5 million) for the 06/01/2025–06/30/2028 period. HSH said the program will serve up to 12 households, pair a light‑touch case management model with ongoing rental subsidies, and require participating households to sign their own leases.
Roll call and recusals
Vice Chair Kristen Evans announced in advance that she would recuse herself from item 11b (the 730 Stanyan support services item) because of a business proximity conflict; she left the room for that discussion and vote. For the items that proceeded with roll call, commissioners registered aye votes when asked by the secretary. The meeting minutes reflect that the motions passed.
