Mayor Davis acknowledged the oversight that a public hearing had not been held earlier and opened the hearing to satisfy notice requirements. No members of the public spoke in person or via the virtual platform, and Council member Grant moved approval; Mayor Pro Tem Tim Walker seconded. The motion passed 4-0.
