The Temple City Council unanimously adopted a resolution in support of House Bill 1549, state legislation the city says would clarify enforcement authority over sexually oriented businesses and prohibit the sale of certain obscene devices except by businesses operating under applicable provisions of the Texas Business and Commerce Code.
As staff explained during the consent-item discussion, the resolution aligns with the council’s adopted 2025 state legislative program and aims to close gaps in the statutory framework that staff said limit local enforcement options and protections for youth. Representative Hillary Hicklin traveled from Austin to attend the meeting and thanked the council for its partnership, saying the bill reflected community standards and merited local support.
Council member Pilkington moved to endorse the bill; Mayor Pro Tem Tim Walker seconded. The motion passed 4-0.
