Madison County fiscal court approves county road aid contract, CPF application, easements, property conveyance and routine personnel/claims

MADISON COUNTY, Ky. — The Madison County Fiscal Court approved a slate of administrative and funding resolutions at its April 22, 2025 meeting, adopting a county road-aid cooperative agreement, revising its 2025 meeting schedule, authorizing transmission easements to East Kentucky Power Cooperative Inc., approving a community project funding (CPF) application as part of a regional business park partnership, accepting a conveyance of airport property for an emergency/disaster relief facility, and approving personnel hires and claims.

County Road Aid cooperative agreement (Resolution 2025-029) The court approved Resolution 2025-029, adopting and authorizing execution of the County Road Aid cooperative program contract with the Kentucky Transportation Cabinet, Department of Rural and Municipal Aid, for the fiscal year beginning July 1, 2025. Treasurer Sarah reported the county’s expected County Road Aid allocation in the budget will be $1,765,080.01 (rounded in practice to budget-friendly figures), and the county participates in the state emergency fund mechanism that retains 3% with the state to allow access to emergency funds after disasters. The roll-call vote recorded affirmative votes by Master Hughes, Master Bakken, Master Combs, Master Lockmuller and Judge Taylor.

Revised 2025 fiscal court meeting schedule (Resolution 2025-030) Resolution 2025-030 updates the county’s 2025 meeting schedule to add or set meeting locations beginning May 27, 2025, and adds a meeting on Monday, June 30, 2025, intended chiefly for year-end expense approvals in the audit process. The court voted to approve the revised schedule; roll call recorded five yes votes (Master Bakken, Master Combs, Master Lockmuller, Master Hughes and Judge Taylor).

Transmission line easements to East Kentucky Power Cooperative (Resolution 2025-031) The court authorized grants of transmission-line easements over county-owned property described in deed records (deed book 623, page 788; deed book 558, page 596) in favor of East Kentucky Power Cooperative Inc. Officials said the work replaces or upgrades an existing line near Crooksville Road and Pleasant View property and will move an easement further from developed areas. The resolution passed on roll call (Master Combs, Master Lockmuller, Master Hughes and Master Botkin recorded yes votes in the transcript).

Community Project Funding application (Resolution 2025-032) The court approved Resolution 2025-032 to authorize the Madison County judge executive to serve as the authorized representative and signatory for a joint community project funding application. Madison County is a partner in an interlocal agreement (Central Kentucky Business Park Authority) with Scott County, Lexington-Fayette Urban County Government and the city of Berea to pursue CPF funds for land acquisition, site development and utility and road infrastructure for a regional business park. The roll-call vote recorded affirmative responses from Master Lockmiller, Master Hughes, Master Botkin, Master Combs and Judge Taylor.

Conveyance of airport property for emergency/disaster relief facility (Resolution 2025-033) The court approved a resolution authorizing acceptance of property from the Madison County Airport Board for construction of an emergency and disaster relief facility. The airport board owns two parcels (approximately 1.9 acres and 3.54 acres) adjacent to Madison County Airport Road; the court’s resolution authorizes the judge executive to execute a deed upon the airport board passing its approving resolution. The rollout vote registered yes votes from multiple magistrates and the judge; county officials said the airport board intended to pass its resolution at its first-May meeting, after which a quitclaim deed would be executed.

Personnel approval, employee spotlight and claims The court approved hiring recommendations presented by Jessica Coffey and later approved payment of claims and transfers. The final claims motion carried on a roll call with affirmative votes (Master Cones, Master Lockmuller, Master Hughes, Master Botkin and Judge Taylor). The meeting also included an employee-spotlight presentation recognizing National County Government Month and routine department updates and announcements.

Most measures passed by recorded roll-call votes and were described by county staff as standard administrative actions required to administer county programs, participate in state funding programs, proceed with utility easements and apply for federal CPF funds as a multi-jurisdictional applicant.
