Washoe County commissioners spar over $1.3 million library transfer as public protests continue

Public comment at the Washoe County Board of County Commissioners’ April 23 meeting focused on funding for the county library system, as residents, library trustees and staff urged the board to approve a proposed $1,300,000 transfer from the library expansion fund to support operations for fiscal year 2026.

The matter drew sustained public testimony. Paul White of Education Crusade told commissioners the county could “save $17,000,000 a year” by drastically changing library operations, while multiple residents including Katie Stanton and Eileen Eklund described libraries as essential public spaces that provide internet access, job resources, literacy help and programs for children and seniors. “Approve the library transfer because you value the symbols that the library stands for,” Stanton said.

The library’s staff and trustees pushed back on claims of mismanagement and described ongoing, detailed budget review inside the library board. Debbie Stiers, Washoe County Library collection development manager, said the request on the table represents purchases and allocations already authorized by the commission earlier in the fiscal year and explained why the board’s formal approval is needed now: “Libraries had always been exempted from requesting purchases over $300,000 with a single vendor.
