Regional Planning Commission finds Sparks land-use amendments and regional plans in conformance with 2024 Truckee Meadows Regional Plan

The city’s proposal also includes annexation to the City of Sparks and rezoning from A‑40 (agricultural 40‑acre) to planned development and 6,000‑square‑foot single‑family lots.

Staff estimated the current land‑use configuration could allow about 916 dwelling units; the amendment would reduce that theoretical capacity to about 490 units, concentrating new residential development on the southern portion of the site and preserving the family farm and supporting commercial uses to the north. Sparks development services manager Scott Carey told commissioners the city worked with the Andolan family for years and is seeking a plan development handbook to enable agritourism and supporting commercial uses; Sparks staff said the chosen commercial designation best fit the use and the city’s master plan framework. 2050 Regional Transportation Plan (RTC) TMRPA staff presented a conformance review of the Regional Transportation Commission’s 2050 RTP, which the RTC adopted and submitted for regional review. Staff concluded the RTP aligns with the regional plan’s population, regional‑form and public‑facilities policies and recommended a finding of conformance. After questions from commissioners about the tier boundaries and capacity limits, the commission approved the motion unanimously.

Regional Water Management Plan (2021–2040 RWMP) The commission reviewed the Regional Water Management Plan (RWMP) 2021–2040 in a facilities‑plan conformance review. Shawnee Sousa of TMRPA said the RWMP covers municipal and industrial water supply, wastewater, stormwater drainage and flood control and is updated by the Western Regional Water Commission on a five‑year schedule. Staff concluded the RWMP conforms with the 2024 regional plan but identified several scheduled additions the Water Commission agreed to make in a planned January 2026 update. Those additions include: a clearer description of how regional land‑designation tiers are incorporated into the RWMP’s policy framework; an explicit cross‑reference to the regional plan’s facilities and service standards table (PF1) and a statement promoting the priority hierarchy for facility provision (PF2); inclusion of the regional plan’s natural‑resource concepts (NR4, NR15) such as the natural resource consideration areas and source‑water protection; and fuller integration of TMRPA online mapping and data tools per policy RC14.
