Residents press board for clearer executive-session reasons; technology committee inactivity questioned after 2019 cyberattack

During public comment at the April 24 meeting, resident Rosemary Butekofer asked the board to state more specific reasons for executive sessions, citing Pennsylvania guidance that a generic phrase such as "legal matters" may be insufficient.

"...the Pennsylvania [Education Law Center] says their example is legal matters in quotes is not a sufficient answer," Butekofer said, asking the board to indicate the type of matter discussed. The board president, Mr. Nelson, read a statement in the meeting’s president’s report saying an executive session had been held prior to the meeting "to discuss legal matters, personnel matters, including staff resignations, retirements, and appointments," and that it lasted about 30 minutes.

Butekofer separately raised the district’s technology oversight, noting that the technology committee has met only eight times since September 2019 and had not met since 2023. She linked that infrequency to the September 2019 cyberattack that disrupted district systems, and urged standing committees to meet regularly: "committee meetings are where the issues are hashed out, explained, discussed. I believe that each of the 5 standing committees owe it to the public... to meet faithfully."

A district representative replied that the executive session concerned legal matters still in process and that, because those matters remain pending, the district could not disclose details. "So, to be honest with you, it's legal matters. It has to do with retirements. It has to do with resignations. It has to do with hiring," one staff member said.

The board did not change its executive-session disclosures at the meeting. District staff said committee schedules and meeting minutes are posted online and indicated the board has restored longer meeting storage and livestreaming compared with previous practice.
