Residents question donations, dugouts and transparency as board approves consent agenda

Multiple members of the public at the April 24 Souderton Area School District meeting raised concerns about donations and documentation tied to construction work at the district’s new baseball and softball fields.
"The project for the new baseball and softball fields was presented and approved at the September 2024 action meeting, and no part of that proposal that I had seen indicated that any of the permanent structures like the dugouts were going to be constructed," John Waldenberger of the public said. He asked whether foundations observed at the site were paid for through the approved project budget or were being completed by donors without prior public notice.
Alexandra Wisser, who also spoke during public comment, said change orders and donations had appeared on the agenda with no attachments or documentation and called for clearer records: "Every donation should include clear records of the donor's intent and the donation value. This is not how a public school district should operate."
District staff responded that donations are typically approved after the district has received them and that community volunteers had provided materials and labor in some cases. "Donations, usually the board approves them once they've got the donation in hand," Mr. Taylor said. He added that donations and related change orders had been discussed during prior change-order approvals and that dugouts were specifically mentioned in that context.
Later in the meeting the board approved the consent action agenda (items 8.2–8.19), which included donations and multiple routine administrative items. A motion to approve the consent agenda was moved and seconded and passed on a voice vote. During the consent discussion a board member asked whether item 8.13 needed a separate motion to be pulled; the item was not presented for approval and was left to be handled separately.
Public commenters also raised questions about whether donors receive signage or other recognition for contributions; district staff directed interested donors to contact the district office.
The board did not provide additional documentation during the meeting to the public for the donations beyond the agenda language; speakers in public comment asked the district to adopt a written donation submission process similar to neighboring districts.
