Bluff Town Council unanimously approves April 15 minutes and votes to enter executive session

Bluff Town Council conducted and recorded three formal actions during its May 1 special meeting: unanimous approval of the work-session minutes from April 15, 2025; unanimous approval of the regular meeting minutes from April 15, 2025; and a unanimous vote to move into an executive session under the citation given in the meeting, Utah Code 52-4-205.

During roll call the meeting named Linda Sosa, Jennifer Damila, Luann Hook, Brad Hornsby and Anne Lappenen as present; Erin Nelson was identified as town manager. For both sets of minutes the motion and a second were recorded and the council voice-voted “aye” with no dissent recorded. The meeting transcript does not identify the member who made each motion by name; record entries show the procedural motions as “Motion to approve ... Second” followed by an unanimous voice vote.

A subsequent motion to move into executive session was made and seconded; meeting participants cited “Utah code 52-4-205” in support of the executive-session motion. The council voted unanimously to enter the closed session and the meeting host said the public meeting recording would be turned off while members migrated to a separate meeting line with the attorney present.

The council did not announce any votes or actions taken during the executive session at the May 1 meeting’s public record; the public portion of the meeting ended with the recorder being turned off and participants told how to rejoin the separate line.
