Vice Chair Linting introduced a new H-2 substitute for House Bill 43-15 that, according to the substitute text announced at the meeting, splits development of training materials among state departments by topic expertise, requires each department to provide training material annually to MSP and OSS, and adds a tie bar to House Bill 42-23. The committee adopted that H-2 substitute by roll call (11 yeas, 0 nays, 0 pass reported by the clerk).
The committee then voted to report House Bill 42-23 as substitute H-1 with recommendation. The clerk reported the outcome as 6 yeas, 0 nays, 5 pass; the committee’s record shows the motion prevailed. The committee later reported House Bill 43-15 as substitute H-2 with recommendation; the clerk reported the tally for that report as 6 yeas, 0 nays, 5 pass and stated the motion prevailed.
Representative Cabot presented House Bill 4345 and an H-1 substitute for that bill. The H-1 substitute caps the number of days that may be waived at 15 "in addition to what is allowed in law," as stated during the meeting.
