Commissioners discuss advertising for vegetation treatment on county rights-of-way; funding sources reviewed

Limestone County commissioners heard staff recommend advertising for bids to treat vegetation on county rights-of-way, including bank and sightline areas where tall grass and brush create visibility concerns.

Staff told the commission the county previously tested treatments using in-house equipment with limited efficiency and now seeks a professional vendor with appropriate equipment to treat problem areas, notably along the Johnson roads, where sightlines were described as difficult. "This is an opportunity to look at somebody in professional nature that has the proper equipment to search the past due roads that we have. And this is primarily for the Johnson regs," a speaker said.

Staff explained the procurement timeline: the county must advertise bids for at least 10 days after issuing the solicitation; because this was the commission's second meeting in April, staff expected award or action possibly at the later April meeting. Commissioners discussed possible funding sources to pay for the work, including a salary loan from Road and Bridge that had been used in previous years and interest earnings from the waste dump fund. Staff estimated the county could free up roughly $200,000 a year in that line over time and discussed putting approximately $49,000 into the line for this purpose. An auditor was thanked for assisting with the funding review.

Commissioners did not finalize a vendor or a binding spending authorization in the recorded discussion. The record shows direction to advertise and return with bids and a timeline for award; specific funding transfers and final amounts will appear in future paperwork and meetings.
