Council approves banking contract, disaster plan and code cleanup; senior center agreement also OK'd

The North Ogden City Council on April 22 unanimously approved several administrative items: continuation of banking services with Wells Fargo, adoption of the Weber County pre‑disaster mitigation plan (resolution 07‑2025), passage of ordinance 2025‑O5 to correct cross‑references in Title 11 of the City Code, and an agreement with Weber Human Services to operate the Northview senior center. The council also approved its March 25 meeting minutes.

The banking contract: City treasurer and emergency manager Casey Hunsaker said the city ran a request for proposals that produced three bids: Wells Fargo (the city's incumbent), Bank of Utah and U.S. Bank. Hunsaker explained that a lockbox service — which processes about 1,500 of the city's roughly 5,000 monthly mailed utility payments — is a material operational feature. Wells Fargo's proposal was “just under a thousand dollars a month,” he said; Bank of Utah offered a lower monthly fee but does not provide lockbox service, and U.S. Bank proposed higher overall fees. The council approved a motion to continue banking services with Wells Fargo by roll call; all members voted yes.

Pre‑disaster mitigation plan: The council adopted resolution 07‑2025 to approve Weber County's pre‑disaster mitigation plan. Hunsaker described the county plan as a FEMA‑required document that catalogs local hazards (flood, wildfire, earthquake) and prioritizes mitigation strategies; he said the county updated the plan after an earlier FEMA denial and that the county commission adopted the revised document earlier this year. Councilmember Severing moved the resolution; the motion passed unanimously.

Code housekeeping ordinance: Scott Hess, the city's economic development director, said ordinance 2025‑O5 corrects incorrect chapter references and other non‑substantive errors introduced when the zoning code was reorganized in 2022. The planning commission voted unanimously to recommend the cleanup; the council approved the ordinance after a roll‑call vote.

Senior center agreement: City Manager John Call reviewed an updated operating agreement with Weber Human Services for the Northview senior center. Under the new three‑year agreement, Weber Human Services will continue operating senior center activities and provide a center director; the city provides the facility, utilities and maintenance. Call said the county's share of the director salary increased while the city's direct contribution toward that staff position is lower than in earlier years; the agreement includes an annual CPI‑based increase and a six‑month opt‑out clause for either party. The council voted to approve the agreement.

Meeting minutes: The council voted to approve the March 25 meeting minutes by voice vote.
