At the April 28 workshop, City Manager Deb Lohrey told councilors that Maine Housing’s request for qualifications to establish Housing First projects across the state concluded with five accepted proposals—one each in Auburn, Augusta, Bangor, Portland and Sanford. Lohrey said the applicant selected to develop the Bangor project is a team consisting of the Bangor Housing Authority and Preble Street.
Lohrey described the Housing First RFQ as a process that prioritized teams able to both develop and operate site-based housing with 24-hour on-site staffing and supportive services for people experiencing chronic homelessness. ‘‘It’s not just about building the building. It’s about the services,’’ she said.
The workshop transcript records that Lohrey believes she knows the potential project location but did not share it because it might not yet be final. The number of units and funding details for the Bangor project were not specified in the briefing; Lohrey said the RFQ process focused on the qualifications of teams to deliver both housing and supportive services. Councilors did not take action on the project at the workshop.
The city manager said staff had discussed the selection with local providers and expects further public information as Maine Housing announces project details and next steps.
