Council grants special permit for spray-foam contractor yard at 870 Broadway with conditions

The Revere City Council voted to grant a special permit allowing the change of use at 870 Broadway from a commercial garage to a contractor storage yard for a spray-foam insulation business, subject to multiple conditions intended to address resident concerns.
Joseph Cattoggio, representing the applicant, told the zoning subcommittee the business would store six vehicles on site'three vans and three box trucks'used in spray-foam insulation work. "We are specifically looking for the storage of trucks," Cattoggio said during the hearing.
The council appended the site-plan review conditions and additional constraints recorded by the zoning subcommittee. Key conditions read into the record include repairing the building exterior (replacement of missing stucco and boarded windows); fire-department review and approval of fire suppression and ventilation systems; cessation of the property's commercial garage and used-car sales operations; bringing the building into compliance with building, electrical and plumbing codes; requiring all owners and employees to park off-street; exempting 870 Broadway from the city's on-street permit parking program; hours of operation limited to 6 a.m. to 7 p.m. Monday through Saturday; rescission of the existing Chapter 148 license (commercial garage) issued in 1926; and a limit of up to six on-site vehicles related to the spray-foam business.
Ward councilors and residents had raised concerns about employee parking spilling onto neighborhood streets, noise before 6 a.m., and prior activity at the site that included used-car sales. Ward Councilor Anthony Cargleandro said those behaviors have already decreased and said he appreciated the applicant's engagement, but warned enforcement would be required to protect neighbors.
The council voted by roll call to grant the permit subject to the listed conditions; the vote was recorded in the public minutes with affirmative votes reported by the attending councilors.
The building inspector and site-plan review required follow-up inspections and documentation to show compliance before the new use can operate fully under the permit.
"The exterior of the building is to be repaired," the chair read as part of the site-plan review conditions, and the council added the off-street parking and vehicle-count limits to the permit language before voting.
The council also directed staff to rescind the prior Chapter 148 license for a commercial garage, and advised that compliance checks will be performed by the city to ensure the conditions are observed.
