The Riverton City Planning Commission approved the Western Springs commercial master site plan (PLZ‑24‑8021) and a related final site plan for Phase 1 (PLZ‑25‑58007) on April 24, 2025. The developments are located at 4623 West 12600 South along the city’s western boundary near Mountain View Corridor.
Staff described the master plan as the final commercial portion of the Western Springs development. The master plan lays out four retail pads along 12600 South, each with a drive‑through configuration that requires conditional use approval for drive‑through stacking. Staff reported the application met stacking and buffering requirements and that Phase 1 includes the backbone infrastructure that will be shared among the pads.
Applicant Jake Finlinson (Perry Construction / Perry Homes) told the commission the team intends to install shared access, landscaping and utilities up front to make the pads ready for tenants. He said one Phase‑1 pad has a prospective tenant (Starbucks) that would anchor interest in the remaining pads. Commissioners were told the proposed drive‑thrus include double‑stacking lanes where appropriate, and that the plan restricts certain access movements along 12600 South to right‑in/right‑out via an island.
Key details for Phase 1 included construction of the shared access road, a landscaped park strip along 12600 South, and monument signage on individual pads instead of a pole sign. Staff noted the proposed building design and materials met current and forthcoming architectural standards and that rooftop mechanicals would be screened. Staff also noted that the park strips adjacent to 12600 South and 4570 West are to be maintained by adjacent property owners and that the developer will install the island and other shared features as part of Phase 1.
The commission held a public hearing on the master plan and received no substantive public opposition at the meeting. Commissioners asked about notice procedures (staff confirmed mailed notices and an additional public notice were posted consistent with city code) and about pedestrian/bicycle connections as the city updates its active‑transportation plan.
Commissioner Clough moved to approve the Western Springs master site plan with conditions; Commissioner Peck seconded the motion. The commission voted unanimously. The same commissioners subsequently approved the final Phase 1 site plan for the Starbucks pad with conditions addressing landscaping, shared access easements, and monument signage.
Approvals require the applicant to submit final site plans for subsequent pads, comply with the shared‑infrastructure conditions, and meet monument‑sign standards at staff level review. Developers said they anticipate that having the backbone infrastructure and an anchor tenant will spur faster build‑out of remaining pads.
