The Riverton City Planning Commission unanimously approved the Bergstrom Estates Second Amended Subdivision (PLZ-23-1004) on April 24, 2025, allowing a two‑lot split of family-owned property at 1933 West 11800 South (also described in the meeting as 11871 South Bergstrom Lane) and granting an exception to the zoning code’s masonry perimeter fence requirement.
The vote followed a staff presentation and a public applicant presentation describing the proposed subdivision, access, and fencing. Staff told commissioners the site would be divided to leave the existing house with frontage on 100th and 118th South and create a new lot with access by a private lane set back from the public street. The subdivision requires private-lane upgrades to meet fire-code turnaround and access standards.
The commission’s decision centered on a code allowance for the planning commission to exempt developments under two acres from the standard six‑foot masonry fencing requirement where circumstances support it. Staff said the applicant canvassed neighboring property owners within 300 feet and provided signed waivers from directly affected neighbors. Staff recommended permitting the existing perimeter fencing to remain in place rather than requiring new masonry in areas where established vinyl or other fencing already exists.
Applicant Kevin Bergstrom told the commission the parcel is family property and that neighbors, including an elderly adjacent homeowner identified as Becky Barton, opposed disturbance of an existing vinyl fence. Builder Bridger Taylor described approaching neighboring residents on the east side and said most preferred to avoid disruption to mature landscaping and trees.
Commissioner Clough moved to approve PLZ-23-1004 Bergstrom Estates Second Amended Subdivision with staff items 1–13 as presented; Commissioner Kiel seconded the motion. The commission conducted a voice vote; the motion passed unanimously.
The approval preserves the private lane circulation and requires private-lane improvements for fire access. It also records the planning commission’s exception allowing existing perimeter fencing to remain in lieu of installing the masonry fence otherwise required by zoning code.
The commission invited public comment but heard none on the item. The matter will not return to the commission unless the applicant requests additional changes or the city council alters the conditions when it reviews associated plat or recordation details.
The commission’s action: a recommendation/approval by unanimous vote to adopt the two‑lot amended plat with the perimeter-fence exception. The applicant may proceed to final plat recordation and required building‑permit work to construct the new home and private-lane upgrades.
