DMV seeks small increase to emissions certification fees to cover program costs

The Nevada Department of Motor Vehicles presented Assembly Bill 545 to the Assembly Ways and Means Committee seeking modest increases to emissions certification fees to cover rising program costs.
"This bill would increase the emissions fee we charge for form certifying emission control compliance from $6 to $7 and for each set of 25 form certifying emission control compliance from $150 to $175," said Sean Seaver of the DMV.
Why it matters: Seaver told the committee the fee has not changed since the 1980s and the DMV is having trouble covering administrative costs and distributing revenue to downstream agencies specified in statute. The governor’s recommended Decision Unit E306 included $1.7 million in additional pollution control fee revenue each year of the 2025–27 biennium for program administration.
Impact: The DMV said if the fee is not raised, the Tahoe Regional Planning Agency and the Department of Agriculture could receive reduced or no revenue distributed from the program under current collections. Committee members noted the subcommittee approved the decision unit at a prior budget closing on April 23.
Outcome: The committee held the fiscal hearing and closed AB545 with no public testimony and no recorded committee vote.
