• Conditional Use Permit No. 19 (Map 117) — Applicant: GF Industries. Location: about 0.5 mile north of State Route 58 and 4 miles west of McKittrick, western Kern County. Request: resume surface mining operations and adopt the associated reclamation plan for the existing Cooper Pit No. 1 in an Exclusive Agricultural zone district. Staff received comment letters from SoCalGas and the California Department of Conservation; the commission approved the permit consistent with staff recommendations and findings.
• Vesting Tentative Tract Map 7392 — Applicant: McIntosh & Associates. Original approval: 3 years on 03/24/2022 to subdivide about 30.5 acres into 49 single‑family lots with limited design variations. Request: a three‑year extension of time. Commission action: approved the extension, subject to original conditions and findings (Resolution 77‑22).
Appeals and next steps: Mr. Johnson of county planning staff told the commission that Items 2–4 (the three conditional use permits) are final actions by the planning commission but may be appealed to the Board of Supervisors by any interested person; appeals must be filed with the Kern County Planning and Natural Resources Department within 14 days (forms are available at the department and online) and require a $562 filing fee.
