Minnesota House rules committee places two bills on April 28 calendar, establishes prefiling requirement

The Minnesota House of Representatives convened in Saint Paul on Thursday and completed routine opening business, including approval of the previous day’s journal and adoption of committee reports, then received a rules committee report that placed two bills on Monday’s calendar and imposed a prefiling requirement for amendments.

The chief clerk announced a quorum was present and read the journal of the previous day, noting the journal was "approved as corrected by the chief clerk" after the House dispensed with further reading. The House also adopted reports of standing committees and divisions "hearing no objection," the clerk said.

Niska from the committee on rules and legislative administration, pursuant to rules 1.21 and 3.33, reported that the committee "designates the following bills to be placed on the calendar for the day for Monday, 04/28/2025, and establishes a pre filing requirement for amendments offered to the following bills." The committee named House file numbers 2431 and 2438.

The clerk announced second readings of Senate files 3196, 1959, 2216 and 2298. The chief clerk then reported introductions and first readings of a group of House files listed as 3241 through 3250.

Representative Long made a brief announcement to members about post-recess meetings, saying, "rules committee members we will be meeting in G 3 upon recess, and then Democrats we will be meeting in our caucus room following rules committee." Representative Niska then moved "a recess to the call of the speaker." The motion prevailed on a voice vote and the House stood in recess.

These actions were procedural: the rules committee designation schedules bills for consideration and the prefiling requirement governs how amendments may be submitted before those bills reach the floor.
