Oak View Group selected to operate Civic Center Parkade; trustees approve contract and transition plan

Keller Taylor, vice president for Oak View Group, and Joe Lang, vice president of parking and mobility services, presented OVG’s approach to managing event and monthly parking, dynamic pricing and guest experience. Lang told trustees OVG does not add markups for items such as credit‑card fees or labor and described a reporting cadence intended to give the authority not only the P&L but explanations for any variances. He said OVG will produce a facility-condition and capital-priority list within the first 60 days of operations and will work with TAYO to prioritize capital repairs.
The contract as presented mirrors the existing American Parking contract in deliverables and monthly reporting; staff identified the monthly management fee as $6,000 (stated during the presentation as $6,000 per month, $36,000 annually). Trustees asked about the condition of the parkade’s assets, capital‑improvement planning, and how OVG will integrate parking sales with ticketing systems to sell parking at point of ticket purchase. OVG said earlier pilots with the arena’s ticketing flow increased prepaid parking sales and that bringing the Civic Center Parkade into that flow is expected to raise event parking revenue.
The board approved the OVG agreement by roll call and later approved an amendment to the American Parking agreement to remove the Civic Center Parkade from that operator’s scope; staff said other American Parking contract provisions remain unchanged and American Parking’s fee will be adjusted accordingly.
Staff said OVG will deliver monthly reports by the 15th for board review and recommended capital requests will be budgeted separately in TAYO’s capital planning cycle.
