TAYO approves reserve policy, housing and parking contracts, renewals and grant extensions

The Tulsa Authority for Economic Opportunity on Thursday approved a cash-reserve policy and a package of contracts, renewals and grant extensions including a financing agreement for the West 7 project, a management agreement for the Civic Center Parkade with Oak View Group, an amendment removing the parkade from American Parking’s scope, a one-year renewal with Retail Strategies at a reduced fee, a state grant schedule extension for conceptual studies of Fair Oaks access, a microgrant transfer for Avanzano Juntos and an amended one-year extension of the authority’s office lease.

The board voted on each item by roll call during the April 24 meeting; the items passed by majority vote as recorded on the public transcript. Several items carried brief staff presentations and questions from trustees before final motions were called and approved.

Among the approved items, trustees adopted a formal operating-reserve policy to classify and hold operating reserves as restricted funds upon budget adoption. The board also approved a finance-and-development agreement for the West 7 ("Old Holiday") project that the staff said will set aside 60% of units as workforce-rate housing (staff described that as up to 120% area median income). The board approved an agreement to have Oak View Group (OVG) operate the Civic Center Parkade and accepted a related amendment removing the parkade from American Parking’s scope of service. Trustees also renewed the Retail Strategies contract for another year at a reduced fee and approved the ODOT PREPD grant schedule extension and a small-business microgrant allocation to Avanzano Juntos.

The board also authorized an amendment to its city‑hall office lease to relocate to the 7th floor, with a per‑square‑foot rate and tenant build‑out contributions noted in the amendment; trustees approved that item subject to final council/landlord approval.

Staff said several of the contracts are either effective July 1 or will require subsequent formal execution steps (for example, the OVG parking agreement the trustees approved to take effect July 1). For items that require city council or external-entity signatures, staff noted final execution will be subject to counsel review or the landlord/city council approval.
