The Pleasant Grove Planning Commission voted April 24 to recommend that the City Council rezone approximately 0.5 acres at 517 West Center Street from General Commercial (CG) to Downtown Village Commercial, citing conformance with the city's general plan vision for a walkable, mixed-use downtown.
Jacob Hawkins, planner with the Community Development Department, described the site as adjacent to the Grovecrest Villas and near the railroad tracks. Hawkins said the general commercial zone allows a broad range of commercial uses (offices, restaurants, car sales, animal hospitals, etc.), while the Downtown Village Commercial zone is intended to create a walkable, mixed-use environment with design guidelines such as flat roofs, street-oriented glass storefronts and materials like brick or stone. Hawkins said the Downtown Village Commercial zone also allows residential uses under specified conditions: single-family and two-family residential uses are permitted (two-family subject to site plan review), and multi-family units are permitted as a conditional use when included in a mixed-use building at the ratio cited by staff.
A member of the public, Bill Collins, who said he owns 521 and 533 West Center Street immediately behind the parcel, spoke to learn what the rezone would allow and said he had long hoped for redevelopment. Commissioners noted an email received from a resident who expressed concern about existing freezer-compressor noise from nearby commercial properties and warned that future residential uses (including senior housing) might be more sensitive to that existing condition.
Commissioner Martineau moved to forward a recommendation of approval to the City Council for the rezone of approximately 0.5 acres at 517 West Center Street from General Commercial to Downtown Village Commercial; Commissioner Tricler seconded. The commission approved the motion. Planning staff said the item will go to City Council at its second meeting in May for final action.
