Alfredo said the move would put the center in a more central, conforming location and allow the organization to be located where services are more accessible. "They're currently on the South Side of the city... moving downtown to 302 South Loudoun Street would overall be a better location for them," Alfredo said.
Staff explained the only portion of the building that requires a conditional-use permit is the area where the youth services will be provided; other portions are planned to remain offices. The proposal calls for internal building work including likely elevator and ADA accessibility adjustments; staff said no changes to the parking lot are proposed. Alfredo said first-floor space may house an adult day-care center currently located on North Cameron Street, while second-floor uses would not change.
Nancy Tilson Simbach, the applicant, said she has begun outreach to the school system to arrange bus drop-offs near the proposed site. "We are working... we're getting ready to work with the city. There are 3 buses that we've seen come by the spot, so we're hoping that the city will make that a designated drop off for school kids," she said. She added that some children will walk, bike or be dropped off by parents, and that she would coordinate with city schools about establishing a designated stop.
A committee member moved to forward the application to City Council with a recommendation for approval. Another member seconded; the motion carried by voice vote. The transcript does not list individual roll-call votes.
