Sean Vincent, a city staff member who presented the request, said the building originally opened in the 1940s before citywide zoning and is now in the HR1 District, which allows day-care uses only by conditional-use permit. "It opened back in the 1940s before any citywide zoning existed," Vincent said. He said a prior addition in 2004 was just over 2,500 square feet and that the current proposal would not trigger additional parking requirements if the addition is smaller than 25% of the building's total square footage or is under 1,000 square feet. "If the addition is smaller than 25% of the total square footage of the building, or less than a thousand square feet, it doesn't require parking," Vincent said.
The proposed work would convert a brick terrace into a new classroom, include partial demolition adjacent to an existing classroom so two rooms fit, and add a restroom in the rear, Vincent said. Committee members asked no substantive questions during the presentation.
A committee member moved to recommend approval of the permit "because the use will not adversely affect the health, safety or welfare of persons residing in the neighborhood, nor be detrimental to public welfare," and to approve subject to "general conformity with the proposed site plan and general conformity with the proposed floor plans as submitted." The motion carried. The committee's recommendation will be forwarded to the full City Council for final action.

Background: The nursery is in the HR1 zoning district, which permits day-care uses only by conditional-use permit when proposed additions or changes exceed local zoning thresholds.
