A New Hampshire Senate committee voted 5-0 to recommend inexpedient to legislate (ITL) on HB 70, a bill addressing the use of electronic medical records and electronic billing requirements.
Committee members said federal programs such as CMS, Medicare and Medicaid require electronic billing and that the state’s private payers generally follow electronic processes. Some senators argued the committee should focus on improving electronic systems rather than removing requirements.
“I always appreciate the work of Dr. Nagel, but I feel that we’ve come so far with electronic medical records that we should focus on making the system better, not throwing back,” Senator Long said during discussion opposing the bill.
The motion to recommend ITL carried 5-0. Senators indicated they had not seen evidence that a statutory rollback of electronic billing requirements was necessary, and noted federal program requirements that would limit the bill’s effect.
The committee’s recommendation is advisory to the full Senate; it does not itself change statute.
