Committee advances bill to create working group on evacuation and sheltering of long‑term care residents

Assemblymember Doctor Banes presented AB 1068, saying recent fires and other emergencies highlighted the need for statewide coordination to protect older adults and people with disabilities in long‑term care facilities. "Countless emergencies across the State and in my own District have highlighted the need to include our most vulnerable residents into the greater mutual aid plan for California," Banes said.
AB 1068 would require the Secretary of the California Health and Human Services Agency to coordinate with state departments to assemble a working group that develops recommendations and a report on evacuation and sheltering needs for older adults and people with disabilities living in long‑term care settings during natural, technological, or manmade emergencies.
Amber King of LeadingAge California testified in support, saying older adults are often overlooked in emergency planning and that a statewide long‑term care emergency response system could help facilities evacuate and access surge capacity and resources. Representatives from Alzheimer's organizations, California Advocates for Nursing Home Reform, AARP California, and local area agencies on aging also supported the bill.
No opposition witnesses were recorded. The committee moved AB 1068 by motion; the roll call reflects committee passage and re‑referral to the Committee on Emergency Management. Recorded ayes included Doctor Banes and other members present; the clerk left the roll open for additional members.
