Assemblymember Wallace introduced AB 1476 to preserve the flexibility that allowed congregate senior meal programs to provide pick‑up or ‘‘grab‑and‑go’’ meals during the COVID‑19 pandemic.
Wallace told the committee many seniors are homebound or have mobility or transportation constraints and that local programs that switched to to‑go options during the pandemic saw higher participation. "When the pandemic hit, our large senior community...needed alternatives to get the required nutrition," Will Hobel, city manager for the city of Calimesa, said in support. Hobel described a local grab‑and‑go program that served more than 160 people per week, compared with 10–15 participants for pre‑pandemic congregate meals.
Supporters included AARP California, the Alzheimer's Association, and local governments; there were no opposition witnesses recorded at the hearing. Committee members praised the bill’s practical approach and several asked to be added as coauthors. Assemblymember Steinbeck and other committee members noted federal and local funding pressures for aging services and endorsed continuing flexible meal delivery options.
The committee voted to pass AB 1476 and re‑refer it to the Committee on Appropriations. The hearing record shows the motion carried with recorded ayes including Doctor Banes, Ellis, Aarons, Avila Farias, Jeff Gonzales, and Blanca Rubio; the roll was left open.
