Council and staff said the county indicated a willingness to coordinate timing—allowing the city to use proceeds from the planned sale of a 5-acre Dakota Street property to help fund the purchase.
The authorization was moved during the unfinished business portion of the meeting. The purchase price was stated on the record as $2,098,993. Council discussion included confirmation that the contract template had been edited to remove an incorrect reference to a right-of-way acquisition.
The council approved the full consent calendar earlier in the meeting by the same unanimous roll call. That consent calendar included: approval of March 2025 meeting minutes and April 8 special and regular meeting minutes; a 2025 Breakthrough T1D ride event permit; a partial purchase and sale agreement for Leisure Park right-of-way related to the Honeysuckle/Ramsey intersection; change order No. 06c for the Ramsey Road gravity sewer and water main extension project (stormwater fixes discussed during consent, described as roughly $28,000 in additional stormwater work to address ponding at Lacey and Ramsey); written decision PZE 240129 (Hayden Skye PUD); authorization to publish the FY2025 Q2 financial report; and approval of bills for payment. The council took a single roll-call vote to adopt the consent calendar as presented; the same four council members voted yes.
The purchase-and-sale item is a contract-level action; the city attorney and county legal staff will complete the closing process after the mayor signs the agreement. Staff noted the county expressed flexibility on timing tied to the city’s Dakota Street property sale; the city characterized that arrangement as effectively a contingent sale tied to that closing.
The council did not set an implementation timeline during the public motion; next procedural steps are internal closing and title work before site preparation and any required permitting for a Public Works facility.
