Monroe City councilors weigh new special‑events policy as staff flags staffing costs, enforcement questions

City Manager Robinson asked the Monroe City Council on Wednesday to review a draft special‑events policy intended to clarify how the city handles parades, demonstrations, concerts and other public gatherings.

Robinson told council the draft is modeled on approaches used in other Michigan cities and is intended to be a readable “guide” that an ordinance could later reference. “I think it’s best to kinda create a guide or a policy for our special events,” Robinson said, adding that the approval letter his office currently issues serves as the city’s effective permit.

The discussion focused on three practical areas: how the city should define events that need formal approval, how the city will enforce rules when gatherings occur without notice, and when the city will charge event organizers for city services.
