Prescott Valley tables Summit Tank 18-inch waterline construction after low bidder withdraws

Prescott Valley — The Prescott Valley Town Council on March 20 voted to withdraw (table) consideration of a construction contract award for the Summit Tank 18-inch waterline (CIP CW2507) after the apparent low bidder, PAP LLC, requested to withdraw its bid.

Public works staff described the project as an 18-inch water transmission line between the Summit tank on Glassford Hill and the town’s tank farm near Granville and Castle Canyon Mesa, intended to improve transfer capacity to the 3,000,000-gallon and 1,000,000-gallon tanks for operational redundancy and firefighting supply. “That 18 inch line is to supply the 3,000,000 gallon water tank and the 1,000,000 gallon water tank that are up on the side of Glassford Hill,” Mr. Rogers told the council.

Mr. Rogers said the town received nine bids and the lowest bidder’s proposal was substantially below the next-lowest bidders; after additional discussion with the bidder, PAP LLC asked to withdraw its bid. Rogers recommended pausing the award and bringing the item back in two weeks, with the expectation that staff would likely recommend award to the second-low bidder after review. The council voted unanimously to remove the item from tonight’s agenda.

Why it matters: Tabling the award delays construction that town staff said is intended to add redundancy and pumping capacity for firefighting and demand response on Glassford Hill. Staff will re-evaluate procurement documents and return with a recommendation on how to proceed.
