OHA board adopts high‑level Hawaii real estate strategic plan; will include plan in state auditor response

The Office of Hawaiian Affairs Board of Trustees voted to approve an OHA Hawaii real estate strategic plan presented by staff and external consultants, and trustees said the plan will be included in the board's response to the state auditor.
Trustees first voted 9-0 to waive committee consideration under board bylaws Article 8, Section m because the item was time sensitive in light of the state auditor's inquiry into OHA's real estate work. The board then moved to adopt the strategic plan as set forth in the meeting attachment and voted for the motion; Chair Kahele later announced the motion was adopted with eight yes votes recorded for the final action.
Real estate consultant Paul Quintiliani, who worked with staff on the plan, summarized its development and scope: "You many of you have already seen variations of the strategic plan... it's been a long process that we started this in July of last year..." Quintiliani said the document distills guiding principles, best practices and strategies for investment lands and legacy lands.
A staff speaker told trustees the strategic plan is a high‑level document and that subsequent work will include a business/operational plan and tactical implementation steps. The speaker said the plan consolidates prior board‑approved guidance and will supersede earlier, narrower documents.
Trustee discussion noted the plan's comprehensiveness and alignment with the state auditor's recommendations. One trustee said if the board adopts the plan now it can be included in OHA's report to the auditor and the board will bring the plan back for a final adoption at the next board meeting. The speaker noted that the strategic plan would be part of the board's April 30 deadline response to the auditor.
During roll-call voting on the action, trustees verbally recorded their votes. Chair Kahele announced: "You have 8 yes votes." The meeting record indicates trustees broadly supported the high‑level plan and that staff and consultants will continue to develop operational and tactical documents for implementation and later review.
