Board approves $14,000 TRU policy subscription; transition plan set for policy book overhaul

Motion and vote
Board member Miss Meyer moved and Miss Mauer supported a motion authorizing the administration to purchase the TRU policy subscription service for $14,000 with annual update fees not to exceed $2,150, funded from the general fund. The motion carried 7–0.
What the contract covers
Administrators said TRU (the district’s current legal counsel) will provide a policy manual, administrative guidelines, employee and staff handbooks and annual updates. The service includes access to attorneys who review policy changes and an annual June session that summarizes legislative and regulatory changes for subscribers.
Why the change now
Administrators told the board that Michigan policy services and legislative complexity have increased in recent years and that Northville’s existing policy materials have gaps and inconsistent language in places. The administration recommended TRU in part because the provider is already legal counsel for the district and because the service has an established process for updating policy language and resolving cross‑policy inconsistencies.
Implementation steps and board role
Staff said the conversion will be iterative and collaborative: subcommittees of trustees will review sections of the policy book, draft language will be discussed at Committee of the Whole meetings, and final policy adoptions will follow the normal two‑reading board process. The student code of conduct/bullying policy will be handled with special attention, including a separate hearing as required.
