The Melbourne Beach Charter Review Committee voted 3-0 April 28, 2025, to approve a revised report that will be presented to the Town Commission at a workshop on Monday, May 5, 2025.
Committee members agreed on editorial and structural changes to the draft, including adding wording to clarify why some amendments were assigned lower priority, inserting a sentence noting consistency with charter amendments adopted on Nov. 17, 2017 regarding the town clerk’s organizational placement, and adjusting page breaks and table formatting. The committee also noted that a Spanish translation of the report was not yet available and discussed options for approving meeting minutes before the May 5 workshop.
The committee’s actions followed a page-by-page review led by Town Attorney Ryan Knight of the revised draft. Members asked for a grammatical change to a paragraph on page 8 to separate two ideas: that some amendments “do not impact town operations” and that the committee has concerns “about the amount of ballot proposals.” The group agreed to insert a period and a follow-on sentence to make the two points distinct.
Members also asked that the report explicitly note that one proposed charter amendment would remove the Town Commission’s authority to appoint, suspend or remove the town clerk in order to be “consistent with Charter Amendments adopted on 11/17/2017, which moved the town clerk organizationally from the Town Commission to the town manager.” The committee directed that sentence be added in two places where the text referenced the clerk’s authority.
During layout review committee members proposed page breaks so short paragraphs would not be split across pages and discussed making the matrix on the final pages more readable (adjusting margins or font size so the matrix fits cleanly on one page when converted to PDF). Committee members noted a Spanish translation had been substituted but that the translation had not yet been received; no completion date for that translation was specified.
On process for meeting minutes, the committee discussed holding a brief meeting immediately before the May 5 workshop to approve outstanding minutes, or alternatively circulating a final draft by email in advance; members agreed to circulate comments and, if necessary, hold a short pre-workshop meeting to approve the minutes.
The committee approved the revised report by voice vote; the record shows the three members present voted in favor and the motion carried. The report will be delivered to the Town Commission for the May 5 workshop, and staff were directed to make the agreed wording and formatting changes and circulate the final draft in advance of that meeting.
