Committee approves rental supplement funding, caseworker refill and Rescue Mission contract renewal

The Cayuga County Health & Human Services Committee approved three resolutions bundled for a single vote: acceptance of rental supplement program funding, authorization to fill a caseworker vacancy in child welfare, and renewal of a contract with Rescue Mission for homeless family transitional housing.
Social Services staff told the committee the rental supplement (RSP) allocation covers the second year of funding and was recently allocated; the department said it currently subsidizes nine households and estimates the funding could serve roughly 20 households when housing is available. “We currently have 9 households that we're subsidizing,” a Social Services staff member said. The staff member said locating affordable units remains the main barrier to increasing placements.
On staffing, the county authorized filling an additional caseworker position; Social Services staff said the position is one of seven caseworker vacancies currently open. The committee also approved renewing a contract with Rescue Mission, which provides eight transitional housing units for families. Committee discussion said those eight units are full and the contract is funded through TANF reimbursements.
All three resolutions were moved and seconded and passed by voice vote. Committee members then received a broader update from Social Services staff about operations, including an in‑progress move to 63 Genesee Street (phased moves started May 1), and details about homelessness counts and shelter placements discussed separately.
The resolutions were recorded on the meeting agenda as HH2 (accept grant funding for the rental supplement program), HH3 (authorize filling a caseworker vacancy) and HH4 (renew contract with Rescue Mission).
