Council approves Memorandum of Understanding for fire command officers; police command talks remain pending

The Los Angeles City Council approved a Memorandum of Understanding (MOU) for fire command officers on Nov. 14 and asked staff to continue work to finalize a parallel MOU for police command officers.
The motion to approve the fire command officer MOU drew questions about the status of the police-command-officer contract, which had expired in July of the previous year. Councilmember Zine asked why the police command MOU was not before the council at the same time; administrative staff from the Chief Administrative Officer and labor representatives said they expected to resolve outstanding language issues within the next week or two and bring the police MOU forward.
City staff said the fire command MOU negotiations had been completed and recommended approval; council supported the fire MOU while urging staff to press the police department to finish its outstanding language concerns. The council recorded the vote as 13 ayes. Members directed staff to continue to negotiate remaining terms for the police command officers and to return with the police MOU for council consideration as soon as possible.
