SAN ANTONIO — The San Antonio City Council on May 1 approved a staff-amended zoning change to allow a rooming house at 1837 Santa Monica Street, adopting an R6-CD conditional zoning designation after discussion and public comment.
The council voted to move forward with the staff recommendation rather than the owner’s original request for NC-CD (neighborhood commercial with conditions), adopting the R6-CD conditional-use outcome that still allows the rooming house sought by the property owner. Council member Core made the motion; the motion carried.
The change was the subject of debate during the zoning session because planning staff recommended denial of the NC-CD request, citing “adverse effects on the surrounding residents with commercial encroachment” and concerns about property size, parking and buffering. The Planning and Zoning Commission had recommended approval. The official notice record for the item shows 36 notices mailed, with five in favor and two opposed.
Jack M. Finger, a resident who signed up to speak on zoning consent items, urged the council to deny zoning changes that would place commercial uses near where children gather. “You are going to place a bar, alcohol sales just 300 feet where the school kids play,” Finger said, calling attention to several alcohol variance items on the consent zoning agenda that he said were near a local school.
Nathan Moore, identified as the owner of the property and the proposed developer, told the council he understood staff’s recommendation and did not oppose the R6-CD option if the NC-CD request would not pass. “I do not oppose this. However, I would have liked to have known about that desire before starting the process,” Moore said, adding that he would have preferred a vote on the original NC-CD proposal but would accept the R6-CD recommendation.
Earlier in the session the council approved its consent zoning agenda (all consent zoning items except items 4 and 5, which were pulled for separate consideration). The council then took up items 4 and 5—an amendment to the Near Northwest community plan and the related rezoning at 1837 Santa Monica Street—ultimately approving the staff-amended outcome that allows the rooming house under R6-CD conditions.
The council’s action implements a local conditional zoning decision; the motion carried but the transcript does not record a roll-call vote tally in the public record excerpt. The city clerk noted the meeting opened at 2:05 p.m. and adjourned at about 2:15 p.m.
