Josephine County commissioners approve vehicle purchases and juvenile intergovernmental agreements; proclamation adopted

The Josephine County Board of Commissioners voted 3-0 on several items at its May 1 weekly business session, approving a ceremonial proclamation and three formal agreements and purchases.
Proclamation: The board adopted a proclamation designating Sunday, May 4, 2025, as Sanctity of Human Life and Respect for Life Day. The proclamation was read and supported by attendees; the roll call recorded Commissioner Smith, Commissioner Barnett and Commissioner Bleck voting “Yes.”
Community Justice vehicle purchase: The board authorized the purchase of four 2025 Ford Explorers for the Community Corrections Department, at $40,516.65 each for a total of $162,066.60. Director Scott Hyde told the board the county will not use general-fund dollars for the purchase and that retrofitting each vehicle with security and equipment would cost roughly $3,000 per vehicle. Hyde described operational changes and a recent increase in field contacts and said the purchase would allow required cages and equipment to be installed. The board approved the purchase by a 3-0 vote.
Oregon Department of Human Services intergovernmental agreement (Turning Point): The board authorized the chair to sign an IGA with the Oregon Department of Human Services under which the county’s Turning Point residential program would provide behavioral rehabilitation services for ODHS clients. The contract as presented would pay $464.98 per day, per child; the IGA’s stated not-to-exceed amount is $884,406.67 over five years. The agreement’s effective date will be upon signing and subsequent approvals noted in the contract; commissioners approved it 3-0.
Oregon Youth Authority intergovernmental agreement (GOAL program): The board authorized an IGA with the Oregon Youth Authority to allow OYA to place youth in the county’s 30-day GOAL detention program (Growth, Obstacles, Adversity and Learning). The contract pays $165 per youth, per day and is not to exceed $401,545. Director Hyde said the program has housed 33 youth since June 2022 and generated about $63,000 in revenue; Josephine County is 1 of 2 counties in the state with a GOAL program. The commissioners approved the IGA 3-0.
Consent calendar: The board approved the consent calendar, including draft minutes and workshop records, by a 3-0 vote.
Roll-call and procedure: Where recorded, roll calls show Commissioners Smith, Barnett and Bleck voting yes on passed items. For the vehicle purchase, Hyde told commissioners the replacement plan and savings from two vacant positions would produce a net savings of approximately $93,234 after the vehicle costs. Hyde also said the vehicle purchases would require no general-fund dollars.
No recorded votes were taken on three opioid-settlement grant requests presented earlier in the meeting (Mobile Integrative Navigation Team, Max’s Mission, HIV Alliance); those items remain pending and were discussed elsewhere on the agenda.
