She said the application was submitted by the sister of the deceased, that the applicants "do meet all criteria to be eligible for assistance," and that the applicant had agreed to "a $25 a month repayment plan upon approval of this application." Aloulou told commissioners the mortuary used in the application, Davis Rose North Park, is located in Howard County.
A county commissioner moved to approve the application; the motion was approved on a voice vote after the chair asked, "All in favor say aye," and commissioners responded "Aye. Aye." The transcript records the motion and the affirmative voice votes but does not contain a roll-call tally by name.
