Personnel and financial matters - Commissioners approved a Riley County employee action form for a new hire listed as “Nancy, new hire, election day worker, collection department.” - The board moved and seconded to approve payroll and accounts payable and signed the corresponding documents. - Commissioners approved the minutes of the April 28 meeting of the Riley County Commission as presented.
County alcohol fund awards - The Juvenile/Court Alcohol Board (JCAB) had recommended awards from the county’s special alcohol and drug fund. The commission approved the following allocations: Court Services, 20th Judicial District — $2,554.37; Ogden Community Center — $2,500; and Be Able (listed in JCAB materials as a larger request) — funded at 50% for $5,000. The commission tabled the Manhattan Emergency Shelter application pending clarification on how requested services fit statutory guidance for alcohol-fund eligibility.
Executive sessions - The commission recessed into multiple executive sessions during the meeting under exceptions in the Kansas Open Meetings Act. Recorded purposes included discussion of the performance of non-elected personnel and discussion of security/information-technology measures. Minutes record motions to enter and to exit the sessions and the chair stated that any actions to be taken would be consistent with the consensus reached in executive session; the commission’s subsequent public motions recorded that no binding action was taken during many of the sessions.
Procedure and signings - Several documents were signed at the meeting following unanimous voice votes. Where an appropriated award or permission required a formal instrument, county staff were instructed to complete filing and recording procedures.
No contested formal appeals or contested public hearings resulted in votes at this session.
