Representative Cabot testified in support of House Bill 4,345, asking the committee to forgive school days canceled during the historic February 2025 ice storms. Cabot described widespread damage, including downed trees, power lines, impassable roads and water outages and said closing schools during that event "was a necessity." She said the bill previously passed the House Education and Workforce Committee unanimously.
The substitute (H‑1) added a cap of 15 forgiven days. Representative Martin moved to adopt the H‑1 substitute; the committee adopted the substitute on roll call with eight yays, zero nays and zero passes. Martin then moved to report House Bill 4,345 as substituted with recommendation; the motion to report likewise passed on roll call, 8–0–0.
Representative Cabot told the committee the substitute reflected concerns about capping forgiven days and said in her district the most days taken by a school district was 13. No amendments beyond the H‑1 substitute were recorded in the Rules Committee transcript. The committee record in the transcript shows bipartisan, unanimous support for the substitute and for reporting the bill with recommendation.
