Residents press Parker council over Lewis Lane safety, ownership; interlocal with Lucas remains unresolved

Public commenters said the road condition on Lewis Lane poses safety risks and that deannexing or transferring maintenance north of a lift station would leave Parker neighborhoods — notably King’s Crossing and Parker Lake Estates — without adequate Parker-maintained access. “I am concerned about the state of Lewis Lane,” resident Colleen Halbert said during public comment. Other residents described near-collisions, potholes, and sections of road they said Lucas has not maintained.
Council and staff discussed an interlocal agreement (ILA) and noted that Parker has exchanged proposed changes with Lucas but had not received final documents back. Legal counsel Catherine Clifton told council the city has been negotiating with Lucas for some time and that staff recently provided proposed revisions; Lucas had not yet formally responded. “We do not have enough information to make a decision on this tonight,” Clifton said; she and council said they want a clear, complete agreement that defines maintenance, policing and improvements before any transfer of responsibility.
Council members and staff acknowledged progress in discussions but said Lucas has delayed action (a Lucas vote was tabled to a later date) and that additional review is necessary. Staff also noted the ILA may need to encompass related segments including Lucas Road and to address police jurisdiction and drainage responsibilities.
Ending: Council took no formal action on Lewis Lane at the special meeting and said staff will continue negotiations with Lucas and return with documents and a clearer proposal. Residents were encouraged that negotiations are continuing but told there is not enough agreement to finalize changes at this time.
